Imperative

There's signs like this all over the place:



Another one says "Inspire."

BTW, my office is the building on the extreme right.

The send-ups of this just write themselves, don't they? A great bit for a movie, to have people drive past one that says "implode," or "deceive."

English is the "common" language among residents, ex-pats and laborers. All official communications except inter-ministry letters here are in English. My work, for example, is all in English unless it has to be communicated to another ministry, in which case it's translated into Arabic.

As for the meaning of the signs, I think "implode" and "deceive" are as good guesses as any.
