Who said this?:
We believe that there should be must-carry, that everybody should have health insurance, or if you’re an absolute libertarian, we would allow you to post a bond, but we would not allow people to be "free riders" failing to insure themselves and then showing up in the emergency room with no means of payment. If you have must carry, then the insurance companies have told us that we can have must-issue, and you will therefore have a system in which you don’t have to worry about cherry-picking and maneuvering. . . . This is the kind of general model we will be advocating.
Answer: Newt Gingrich in a May 2009 conference call (at about 34 minutes) on what the just-proposed Obamacare initiative should contain. This despite his flat denial in the January 26th Florida debate:
I didn't advocate federal mandates. I talked about it at a state level, finding a way -- which included an escape clause that people didn't have to buy it -- finding a way to try to have people have insurance, particularly for wealthy people who are simply free-riding on local hospitals.
By the way, in that same feed, Gingrich (at 26.30 minutes) called the Obamacare process "more open" than Hillarycare.

I would never go this far. I think carrying a gun should be completely optional.

Funny, I read the same phrase, thought about guns, and thought it was a great idea.
