2. Give poor and working class people tax credits (vouchers) to buy insurance.
3. De-couple health insurance from our jobs.
4. Give greater access to health savings accounts for use on the small stuff.
5. Stop driving up costs with regs and mandates.

Permit insurance plans that allow for catastrophic incidents, but require the participant to pay for ordinary medical expenses. Like auto insurance...where you can have a $100 deductible and pay more per year, or a $500 deductible and pay less. Or a $1000 deductible.
