You forgot the acid test of hate-speech: does it support or counter the interests of Western civilization?
If the suspect language supports rule-of-law, ethical behavior, practicability, self-reliance, or reason, it IS deemed "hate speech".
However, if the words support threatened violence, eternal victimhood, unending reparations, failed states, or -in general- any antipathy towards "Liberal Western Values as Promulgated by Dead White European Males", it's righteous anger, unctuously known as "speaking Truth to Power"; and thus can NOT be regarded as "hate speech".
