The move to open contacts with Hamas, which could be initiated through the US intelligence services, would represent a definitive break with the Bush presidency's ostracising of the group.
The U.S. designated HAMAS as a terrorist organization pursuant to Executive Order 12947 in 1995 and as a foreign terrorist organization in 1997.1Reality, quoting the second para of Executive Order 12947 (Jan. 24, 1995):
