"I don’t expect to actually read the legislative language because reading the legislative language is among the more confusing things I’ve ever read in my life," Carper told CNSNews.com.

A: A fine and dandy reason NOT to do so...
It's a blatant reason to NOT support the bill... but, since we're consistently RE-electing congenital, blatantly inbred morons to Congress, that's not the way it's working.
