According to Reuters:
The Obama administration will raise its 10-year budget deficit projection to approximately $9 trillion from $7.108 trillion in a report next week, a senior administration official told Reuters on Friday.

Compare candidate Barack Obama:
October 14, 2008: "And when I'm president, I will go line by line to make sure that we are not spending money unwisely."

October 19, 2008: "And I want to go through the federal budget line by line, page by page, programs that don't work."
Now we know what "line by line" meant.
