Well, you KNOW what they'll claim about this one:

"Well, Mr. Clinton inherited the results of the bad policies of the Reagan/Bush era, while Mr. Bush enjoyed the fruits of the Clinton era environmental efforts".

Even apart from the unsupported assumption in such a claim, I note that basic economics normally dictates that additional marginal reductions in pollution are more difficult/expensive than earlier ones. Advantage--again--Bush.

It has never been about the actual quality of the environment. It is about saying the correct things about the environment, a proxy for being a member of one tribe versus another.

The European method, making dramatic statements about the environment (or anything, actually) while somehow neglecting to do anything constructive, is more to their liking.
