Temperature increases are taking place all over the world, including in the oceans. Gore warns that when the oceans get warmer, storms get stronger.Russell Steele's tabulation:

"Ocean-based storms [get] stronger because when the top layer of the water gets warmer, the wind speed in these hurricanes goes up and the moisture content goes up," Gore says.
In the past few years, many big hurricanes have blown ashore.

BTW, NOAA's official report on the Atlantic hurricane season is not inconsistent with a decline in the severity of the storms.

You're probably right. Still, I'm betting that, so long as China and India aren't part of Kyoto II, Americans--Democrats included--will reject carbon caps.
